A BILL to amend chapter five-b of the code of West Virginia, one
thousand nine hundred thirty-one, as amended, by adding
thereto a new article, designated article two-e, relating to
implementing a transportation and economic development
information system at the Nick J. Rahall II, Appalachian
transportation institute; legislative findings; and setting
forth a work plan.
Be it enacted by the Legislature of West Virginia:
That chapter five-b of the code of West Virginia, one thousand
nine hundred thirty-one, as amended, be amended by adding thereto
a new article, designated article two-e, to read as follows:
ARTICLE 2E. TRANSPORTATION AND ECONOMIC DEVELOPMENT INFORMATION
SYSTEM.
§5B-2E-1. Short title.
This article shall be known and may be cited as the "West
Virginia Transportation and Economic Development Information System
(TEDIS)".
§5B-2E-2. Legislative findings.
The Legislature finds that a coordinated effort is needed to
take advantage of cost savings through a combined and centralized
data warehouse and dissemination system for geographical
information to meet the current and future transportation and
development needs of the department of transportation and the
development office.
By developing a transportation and economic development
information system (TEDIS), the state will be able to maximize the
leverage potential of federal moneys.
The Nick J. Rahall, II, Appalachian Transportation Institute
was created to advance transportation and related activities in
West Virginia, by using higher education web infrastructure
investments.
Therefore, the Legislature declares that the Nick J. Rahall,
II, Appalachian Transportation Institute is hereby designated the
coordinator for the transportation and economic development
information system (TEDIS) in West Virginia.
§5B-2E-3.
Transportation and economic development information
system established.
The West Virginia transportation and economic development
information system (TEDIS)is hereby established at the Nick J. Rahall, II, Appalachian Transportation Institute in Huntington.
§5B-2E-4. Funds.
The funds made available for TEDIS shall supplement but not
displace funds available through existing programs.
§5B-2E-5. Work Plan.
The work plan for TEDIS activities includes:
(a) Assessing current geographical information systems, and
providing a summary of their capabilities, advantages and
disadvantages;
(b) Acquiring and integrating or designing information
technology hardware and software to offer a reliable web delivered
GIS based system in the current information technology
infrastructure existing at Marshall University;
(c) Establishing formal partnerships with the department of
transportation and the development office for GIS system and
content design with emphasis on the user's current and future
needs;
(d) Facilitating a continuing advisory program for system
development and operational issues;
(e) Providing, to the extent possible, non-duplication of
efforts and systems with other state agencies or entities;
(f) Emphasizing "value added" endeavors and procedures to
existing state GIS resources;
(g) Focusing on the specific needs of the department of
transportation and the development office, including the
possibility of "exclusive agency needs for sensitive data as needed";
(h) Ensuring that TEDIS will have the appropriate foundation
for integrating Intelligent Transportation System (ITS)
technologies for both governmental and public utilization;
(i) Identifying other activities or opportunities within the
Nick J. Rahall, II, Appalachian Transportation Institute,
including, future site specific data collection and/or data
analysis projects that could be pursued to achieve the most cost
effectiveness and efficiency potential for the department of
transportation and the development office in as short amount of
time as possible;
(j) Establishing a mechanism to monitor the effectiveness of
the TEDIS through an appropriate baseline comparative methodology;
(k) Providing an annual report to the legislature's joint
committee on government and finance on the performance
characteristics and future operation needs of the TEDIS; and
(l) Performing such other activities as needed to achieve a
cost saving centralized transportation and development date base.
NOTE: The purpose of this bill is to establish a
transportation and economic development information system located
in the Nick J. Rahall, II, Appalachian Transportation Institute. A
work plan for is provided.
